The harmonic chord could be distant church bells stretched out by weird local acoustics, or human music - a remnant of the all-night party in nearby apartments, which started the previous evening and was still going at 7am this morning. This track was recorded from a continuous audio stream set up the day before around 5pm which allowed listening for a 36 hour period.
